Is there a low cost phone service that doesn't need internet?

I very badly need a phone in my woodland cottage. A regular phone service would cost me 35$ monthly and I'm not there enough for that. My cell phone is very spotty and is not of use when friends use my cottage. I do have a land line that can be used for 911 and such.I wonder if that could be used for another service. I do not have internet, there DSL is not available so those net based services wouldn't work. Are there any other options?
