Someone told me that the proposed health care plan would in actuality only cover about 9-11 million of those?

who are currently uninsured. I was wondering if anyone has any sources they can cite that backs up this claim. I'm not looking for a debate or personal opinion, I am just interested in finding out if there is a reputable source that is behind this statement.
