What's wrong with my vac cleaner?

My upright vac cleaner will only pick up with the attachment hose on the side. All the stuff I vac up falls out on the floor when I'm using the hose too, it falls out the regular part of the sweeper. The hose has suction but the regular sweeper part doesn't. What could be wrong with it? I put a new bag in today but that didn't help.
