Most KW (or hp) - 4cyl, non-turbo?

Hey could anyone tell me what cars have high kw or hp. 4 cylinder. No forced induction. I live in Aus. New laws in QLD prohibit 8cyl, turbos/superchargers and cars with 200kw+ (approx 272hp). Any ideas? Obviously looking at power to weight ration as well. Vti-r Prelude is my best option so far. I'm trying to keep the cost to a minimum.. under $15000 AUD. which isnt too differnt from USD at the moment. Thanks
